As part of the expanded Sail Brisbane event in 2014 Humpybong Yacht Club in conjunction with Yachting Queensland will host an off-the-beach regatta for dinghies and catamarans. This regatta is held in coordination with a matching event at Royal Queensland Yacht Squadron for specific classes. Please consult the Sail Brisbane website for details of which classes are competing at each venue.
Humpybong Yacht Club is a family focused sailing club and we actively encourage competitors of all experience levels to take part. As with all major events at Humpybong, overnight camping will be available to competitors and their families and the canteen will be open for the duration of the event. A range of festivities will take place across the weekend.
NOTICE OF RACE
1 Rules:
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2 The Prescriptions and Safety Regulations of Yachting Australia will apply.
1.3 The conditions of Humpybong Yacht Club’s Maritime Safety Queensland Aquatic Event Authority as displayed on clubhouse notice boards will apply.
1.4 All officials, coaches, parents and sailors are to abide by Yachting Australia’s, Yachting Queensland’s and Humpybong Yacht Club’s Code of Conduct, Member Protection Policy, Child Protection Policies and other applicable Government Acts and Regulations. These are available on each organisation’s website.
1.5 Racing rule 44.1 will be changed as per NOR 11.1. The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules.
1.6 The rules of the respective class associations will apply.
2 Eligibility and Entry:
2.1 The regatta is open to boats that meet the definition of “Off-the-Beach” Catamarans or Dinghies.
2.2 Eligible boats may enter by using the online entry system at http://www.hyc.net.au/sail-brisbane/ or by mailing the entry form in Attachment A to Humpybong Yacht Club, PO Box 34 Woody Point QLD 4019 to arrive before last mail Wednesday 16th April 2014.
2.3 Late entries will be accepted on the day at the race registration desk located upstairs at HYC.
2.4 All members of the crew must be a financial member of a yacht club affiliated with YQ/YA & and hold a current SAILOR IDENTIFICATION NUMBER (SIN). Proof of such membership shall be provided at registration.
Humpybong Yacht Club membership is available on the day: – Junior $102 – Adult $202
3 Divisions:
3.1 Racing shall be conducted in Divisions based on classes represented.
3.2 Where there are not sufficient competitors in a class to make a separate division a combined division may be formed using VYC Yardstick Ratings. For any boat that does not have a current VYC rating the committee may determine a rating to be applied for this regatta only. Such determination shall be at the sole discretion of the Race Committee and shall not be grounds for redress.
4 Fees:
4.1 Required fees are as follows:
Single handed boat – $85
Double handed boat – $100
5 Schedule:
5.1 Registration
Friday 18th April 2014 between 8:00 – 10:00
5.2 Briefing
Race Management and Coaches Friday 18th April at 11:00
Competitors Friday 18th April 2014 at 12:00
5.3 Dates of racing
Friday 18th April 2014, 2 races with the scheduled time of the warning signal for the first race at 13:30
Saturday 19th April 2014, 3 races with the scheduled time of the warning signal for the first race at 10:00
Sunday 20th April 2014, 3 races with the scheduled time of the warning signal for the first race at 10:00
6 Measurement:
6.1 All boats shall comply with class requirements where applicable.
7 Sailing Instructions:
7.1 The sailing instructions will be available at the race registration desk located upstairs at HYC on Friday 18th April 2014.
7.2 Sailing instructions may also be made available online prior to the start of the regatta. Competitors who register online for the regatta will be notified once these are published.
8 Venue:
8.1 The Regatta site will be the Humpybong Yacht Club, situated at the Cnr Hornibrook Esp. & Oxley Ave, Woody Point, Qld 4019, and conducted on the waters of Bramble Bay.
9 Courses:
9.1 Race courses will generally be Windward-Leeward or Trapezoid and will be detailed in the Sailing Instructions.
10 Coaches:
10.1 Coaches supporting athletes at the regatta shall register with the Organising Authority via the online Officials Registration link as part of the competitors’ entry system.
10.2 Only coaches, who hold, as a minimum, current Yachting Australia recognised Coach / Instructor Accreditation, or an equivalent international qualification, are authorised to go afloat in a coach boat within the course area.
10.3 Authorised coach boats within the course area shall keep to leeward of the start line between the preparatory and start signals and more that 50 meters clear of any competitor or mark of the course between the start signal and the finish of the last boat, except when asked to assist by the Race Committee.
10.4 Non-registered coaches, parents, private and spectator craft must remain more than 100 meters outside the entire course area and not receive the above benefits.
11 Penalty System
11.1 For the all classes rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
12 Scoring:
12.1 The low point scoring system shall apply. Handicaps shall be based on VYC rating as required in mixed divisions.
12.2 Three races are required to be completed to constitute a series.
12.3 (a) When fewer than five (5) races have been completed, a boat’s series score will be the total of her race scores including her worst score.
(b) When five (5) or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
13 Radio Communications:
13.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
13.2 The restriction on communications does not apply to GPS tracking devices provided the devices are stowed in a location and orientation such that the display cannot be viewed whilst racing. Smart phones may be used as tracking devices.
14 Prizes:
14.1 Prizes will be given at the discretion of the organizing committee based on divisions.
15 Disclaimer of Liability:
15.1 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
16 Insurance
16.1 Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $1millon per event or the equivalent.
